Personnel placement and the hiring-out of staff (Personalverleih) are licensed activities under Swiss law, supervised by the cantonal labour authorities and SECO. A firm that places or leases workers needs an authorisation, and that authorisation rests on having a properly constituted Swiss company, management resident in Switzerland who can be held responsible, suitable premises, and in the case of staff leasing a financial security. The licence is not a formality stapled onto a company; the company has to be built to support it.

Once trading, a staffing firm is a payroll business above all. It runs wages, AHV/ALV and other social-security contributions, source tax for foreign workers, and the reporting that goes with them, often across many short engagements. Errors here are not just costly; they put the licence and the client relationships at risk. The accounting and payroll have to be right and timely from the first placement.
